AFAIK, it concludes with setting the right "protocol" for your mouse, in
the X configuration file (be it /etc/X11/XF86config under RH or
/etc/XF86config under Debian), in the "Pointer Section", and also there
- adding : ZAxisMapping 4 5 . This defines X another two buttons - "up"
and "down" for the scrolling. 

I'm sure there's more info in the usual linux places.
