Until this problem is setteled it seems the the only way around this
problem is with tricks similar to "web fonts" on hebrew windows &
netscape.

please correct me if I'm wrong)

Can anyone suggest exactly how to set hebrew fonts as the latin/any other
charset ?

Nope: bogus support for bidirectional hebrew is to blame here, plus the
fact that the maintainers have ignored bug reports about this problem.
