I though of something but I don't know if its will work.
first step:
Modify domain to have two dns server (primary secondary).
server 1 - apache with bind. (the primary)
Server 2 - same but it will be the secondary ip/name (bind)
Now the Q. is how the dns lookup working.
If it first check for the first dns and find it (let say) not responding it will
move to the second which will activate the secondary web, then the idea should
work.
Still need to consider about other server caching and etc ....
Any DNS experts ?
