NetBeans CANNOT contain a built-in code of Java 2, because it was
developed by another company (NetBeans), and was acquired by Sun only
recently. And it is also written in Java, which made it hard for the
developers to include a licensed code (because there is a very little
licensed Java code... Sometimes, drawbacks become advantages...).
Of course, you need Java in order to run it, but it is not a part of
the product. In addition, I guess that it may take some time to clear
the code, to change copyrights, to check legal issues, etc.

JBuilder Foundation 3 should not be out soon, because it is already
out for a long time.
P.S.: What I wrote regarding JBuilder, is true for NetBeans too: You
need a LOT of memory (and a strong CPU will not hurt...). Both are
written in Java, and are heavy.
