It's a mechanism to allow/deny access to a network service (TCP or
UDP) based on the IP that the connection came from. It's configured
via the /etc/hosts.allow and /etc/hosts.deny files; you're probably
familiar with them. Programs that use it do that either via the tcpd
program, typically started by inetd, and in turn either drops the
connection or starts the daemon to handle it (check your
/etc/inetd.conf to see how it works), or by using the libwrap
library.
