This line mean that if your address is not 164.67.79.* and hosts.deny is ALL:ALL then 
you not be
able to go in.

Telnet will be enabled only to address of this range 164.67.79.

What you can do, is to ask the Administrator there to enable your IP if its static or 
range it
its not, or best to give you ssh connection.
