Depending on what you need it for, this may help:
http://uranus.it.swin.edu.au/~jn/linux/explore2fs.htm. It's not a driver (IFS),
but a user-level program.
I also have this in my bookmarks: http://www.chat.ru/~ashedel/ext2fsnt/, but
the server is not responding at the moment. IIRC, this is a port of the whole
ext2 tool suite for NT (such a thing definitely exists).
