Isn't there an option inedit->preferences->apperance->"on startup
launch..." that defaults to only "navigator" checked?
And you can always install the "navigator" package. is there any problem
with installing both "netscape-navigator" and "netscape-communicator"
packages?

It is also "un-linux" of netscape to hog on memory and CPU. Communicator
4.x/linux (X?) is not the best quality software...
