I TRIED to use MS-VC for several months at work, and could not get used to it.
I switched back to emacs (I like the latest 20.4.1 (some bugs are
fixed) very much), with the gnu-win32 tools (so I can work with grep, diff,
bash, etc. from emacs.) on win32 machines. 

Of course that on Linux machines you get all those with the system...

My advise for you is to learn emacs (learning emacs includes elisp) , and use 
it. Once you tried it, you won't be able to work with any other (so-called) 
programmers' tools.
