See AllowHosts/DenyHosts in sshd_config file. BTW, better to use 1.2.x
version (or SSH2, but it isn't free). I think you can get them from
http://rufus.w3.org/linux/RPM/
If you build ssh from sources, you may compile is with tcp-wrappers
(/etc/hosts.{allow|deny}) support. I do not know about RPMs - how they
were built, so using sshd_config is a safe bet.

No, they aren't the same. They are insecure and one should avoid them if
possible.

Comment out shell and exec services from inetd.conf.
