I was asked a similar question a few days ago, by one of the linux-il
subscribers, and I quote here my answer. I didn't mention other crazy
payments, like the payment for Maman (sometimes the shipping is so
fast, and it takes only 24 hours since leaving the vendor till
reaching Israel, but then it spends a week or so in Maman at Lod; Do
you think that somebody would compensate you for it?  Ha-ha-ha...
They will charge YOU!). I preferred to focus on payments which
violate international laws and agreements, and not on payments which
are ONLY illegal (for example, the payment I mentioned above, for
Maman, doesn't violate any international agreement, and even is not
new: 4000 years ago, there was an area in this country, that already
applied the rule that if you hurt a man, HE is charged for it; The
name of that area, was "Sdom VaAmora"):

It was me, but the context was opposite: I mentioned that ALTHOUGH
that it is not legal to charge for a computing product from the US,
and ALTHOUGH it is not legal to charge for a software from almost
anywhere (all the countries which are signed on an amana in this
issue), and although RedHat meets BOTH conditions (only one is
needed), the Israeli custom ignores its own rules.

Moreover, they might even charge custom for the shipping (which is
sometimes the major part of the price, especially with cheap CDs of
Linux), although shipping is not a product and should not be
charged.

It was not justified, but you don't have anything to do about it.

P.S.: In case of a free product, don't even try to argue with them by
claiming that the product is free or costs only $1.99 etc.; When the
staff of the custom hear such a claim, they automatically suspect
that you try to cheat them, and it may end with much more than 80
NIS.
