Learn some TCP/IP, please. The win98 machine is looking for IP address
clash. The original request is probably something like:
16:23:14.580000 arp who-has 192.168.1.1 tell 192.168.1.1
If someone answers, 98 will tell you "someone is using your IP".
TCPDump is nice enough to translate the IPs to names, so it shows you:
16:23:14.580000 arp who-has erez.savan.com tell erez.savan.com
(which is not the "raw" request. Just a nicer one to read).
