I think it's a side-effect of RedHat going all entrerprisey with OpenStack (RDO) and having to bite the pacemaker bullet as a result. I'm told heartbeat resource scripts have been just wrappers around pacemaker's resource-agents for some time -- but RedHat's packages haven't been touched in years.
