First, that you should open a bug report with your vendor.

Second, are you sure that cloning a SAPInstance like that is supported
by SAP? I know that SAPInstance supports a replicated enqueue server,
but I thought that required a master/slave resource, not a clone (and
I'm not sure about the "globally-unique" part, either).

But my SAP experience is rather dated ;-)
