It looks like you were right about 1.1.8 handling hostnames differently. I 
removed all FQDNs from /etc/hosts and /etc/sysconfig/network and now Pacemaker 
is finally at peace with itself.

Sigh.

Now that I think about it, I recall that the Clusters from Scratch document 
used only short hostnames, but I told myself it was just a convenience for the 
documentation. Everybody who understands name resolution knows that it should 
not make a difference, right? ;-)  Hehe. Just making fun of myself for making 
that assumption.
