Actually it wasn't.  That would probably explain it.

yep
although metadata via lrmd also works (or used to)

Where'd you see that?
get_stonith_provider() in st_client.c does it based on the binary
being in the correct directory and/or a successful call to
stonith_new()

I was trying to avoid making problems for the shell.
But if you felt inclined it would probably make things a little cleaner.
