Putting <= 2.0.8 anywhere near a production environment is bordering on irresponsible.2.0.8 in particular was simply broken and the release prior to that is nearly 3 years old.
It's two years since the project supported 2.0.x If you want support for ancient releases, you need to contact your distro (and realistically, unless you pay a lot of money in support contracts, they'll also tell you its too old). The oldest version people should ever be using is 2.1.3, for which the Pacemaker 0.6 documentation is also appropriate. The only people that should be running anything older than that are those that really really know what they're doing. And they won't need "documentation" that old.
