Which version do you take?
I think the following fix has been included in Heartbeat 2.1.3,
so if heartbeat is not running, crm_mon --one-shot would be terminated
immediately.

Pacemaker will offer this new feature.
I'm not sure Pacemaker 1.0 have already done this or not.
