I got the stable 2.1.4 release tarball and ran the following:
./ConfigureMe configure
./ConfigureMe make
those two commands appeared to work ok. I then tried ./ConfigureMe
package and got the following.
gmake[2]: Entering directory `/home/harms/Heartbeat-STABLE-2-1-
STABLE-2.1.4/lib/mgmt'
gmake[2]: *** No rule to make target `distdir'. Stop.
gmake[2]: Leaving directory `/home/harms/Heartbeat-STABLE-2-1-
STABLE-2.1.4/lib/mgmt'
gmake[1]: *** [distdir] Error 1
gmake[1]: Leaving directory `/home/harms/Heartbeat-STABLE-2-1-
STABLE-2.1.4/lib'
gmake: *** [distdir] Error 1

this machine is SLES10 SP1.
