The GUI included in the heartbeat-gui package (heartbeat-gui-2.1.2-3.el5.centos) does work. I primarily use it for a quick visual of what I'm doing with the command line tools, but I can add some simple stuff like Places, Constraints, etc.. and some resources. In my experience, I've found the linux-ha.org website and wiki to be somewhat out of date and difficult to find exactly what I need. I've had better luck searching the mail archive and google for examples of what I want to accomplish and then trial-error to adapt them to my environment. Hope that helps.
