You can write a hook that is called after task mountdisks,
mount a tmpfs on top of /target/tmp. That should do the trick.

/srv/fai/config/hooks/mountdisks.DEFAULT:

#! /bin/bash

mkdir -p $target/tmp
mount -t tmpfs tmpfs $target/tmp
