I happens in the setup task, the exact code should be in line 229 of the
/usr/lib/fai/subroutines file. So, if you defined a hook that skips the original
setup task, no sshd will be started. But I guess this is not the case for you.

Well, my point is that you are the first to note a missing sshd, and it works
here perfectly, so it is quite likely not a general bug in FAI but rather an
issue of your configuration.
