If there are any incoming requests (which you could also check by doing some
manual tftp connection), you should find entries like the following in
/var/log/daemon.log:

Apr 2 08:33:01 mole in.tftpd[11291]: RRQ from 192.168.248.30 filename
/pxelinux.0
Apr 2 08:33:01 mole in.tftpd[11291]: tftp: client does not accept options
Apr 2 08:33:01 mole in.tftpd[11292]: RRQ from 192.168.248.30 filename
/pxelinux.0
Apr 2 08:33:01 mole in.tftpd[11293]: RRQ from 192.168.248.30 filename
/pxelinux.cfg/01-00-0c-6e-b9-be-fd
Apr 2 08:33:01 mole in.tftpd[11293]: sending NAK (1, File not found) to
192.168.248.30
Apr 2 08:33:01 mole in.tftpd[11294]: RRQ from 192.168.248.30 filename
/pxelinux.cfg/C0A8F81E
Apr 2 08:33:01 mole in.tftpd[11294]: sending NAK (1, File not found) to
192.168.248.30

It might indeed be useful to test the server using a tftp client as your
problems are pretty strange.

Best,
Michael
