Works for me.
The TOT is not included in every stream (sometimes there's only a TDT, pid 0x14 tid 0x70), and the repetition rates are rather low (one section per minute or so).
I know, but the same channel work with older dvb-drivers.
Could be some configuration param in the kernel, or in devfs?
What hardware/driver? If av7110 based, try hw_sections=1. It could also have to do with changes in CRC checking, but your code does not use DMX_CHECK_CRC...

I have done some tests with the command : test_sections 20 115
The kernel version is 2.6.3 hw_sections=0
On some mediahighway EPG channels, like these ones, I can't receive the TOT data : CYFRA EPG:10719:V:S13.0E:27500:160:80:0:0:1:0:0:0 CD EPG:12515:H:S19.2E:22000:160:80:0:0:1:0:0:0 SKY ITALIA EPG:12418:V:S13.0E:27500:161:74:0:0:11702:64511:8600:0
On these ones, I can receive the data : CSN EPG:12363:V:S19.2E:27500:160:80:0:0:1:0:0:0 CSD EPG:11509:V:S19.2E:22000:160:80:0:0:1:0:0:0
With hw_sections=1, I can receive the data on all the channels.
With the 2.4 kernel and hw_sections=0, it is also working on all the channels.
So I think there is really a problem with 2.6.3 (I have not tested 2.6.1 and 2.6.2).
