The "problem" is neither the money for a card or even lack of a card. We have a sample card with TDA10046 lying around here for months. We just do not have the motivation to waste any money or a lot of time on either an already supported card or even one where we first have to write a new driver if we do not even know if the signal strength is efficient. That's why we asked for signal quality, distances, etc. But we are not in a hurry and we can wait for the official start of DVB-T transmissions in Cologne.
