They're also installing small cells that have a tiny footprint and can
provide service within a few hundred feet, useful in denser downtown areas.

I'm not well versed on how a carrier approaches property owners or the town
when trying to build outside of the Wireless Overlay District. But the
leases can be generous, with property owners in some cases also collecting
a percentage of rent charged to space for other carriers. In the case of
the old Concord Landfill that is 10 years at $31,212 plus 3%
escalation annually, and 35% of gross revenue from any co-location. (pg.86

My T-Mobile signal at home has recently gone dark due to equipment upgrades
at 30 Lewis St. It would be nice to have more redundancy, but the carriers
might not feel the need to invest. At one point the town was taken to court
over siting of a new tower along Rt. 2. Omnipoint (T-Mobile) vs Town of
