Lincoln requires your dog to be "under control" with certain places requiring 
leashes -- namely agricultural fields, farm roads, and pastures where livestock 
are present.

My experiences in Lincoln and other towns nearby, is that "under control" is a 
relative term and that many dogs simply are not well trained. Like Rick, I've 
also been attacked and I know other people who were injured when off-leash dogs 
jumped on them and/or bit them.

I am sympathetic to the dogs (I owned dogs for decades) but ultimately do not 
believe that many OWNERS are responsible enough to have earned the privilege of 
letting their dogs off leash in public areas.

The last time I saw things go seriously wrong was when someone was working a 
horse in the Lincoln riding ring. A woman came out of the woods with her two 
children and off leash dog. The dog ran full tilt into the ring and chased the 
horse for probably 5 minutes until someone there with the horse was able to 
tackle it and capture it. The owner had NO recall on the dog and she was very, 
very lucky that no one was hurt, including her dog. Not only was she not in 
control of her dog, but she screamed at the people in the ring as if they were 
at fault.

It was terrifying and would have been completely preventable had the dog been 
on leash (or if it had good recall).

I see lots of well trained dogs as well, so this is an OWNER issue, not a dog 
issue. If you cannot control your dog in ALL circumstances, please keep them 
leashed.

who never provoked the abusing human
 
But that abuse by humans may explain the few dogs who can be dangerous
 
The sweetest dog I know is a bully mutt.
 
Now if only we could legislate a leash law for infected ticks and West Nile 
virus and EEE  mosquitos so we could enter our woods impervious to Mother Nature
