My understanding is that pet insurance is at the end state of the so-called
"insurance death spiral". Here is an exerpt from an interview with MIT economist
Amy Finkelstein promoting her recent book _Risky Business_:

"...if you look at the market for pet health insurance, which has been
growing over the last couple decades, the prices really are exorbitant
relative to the risk. So for example, a 12-year-old bulldog, if you
want to insure him, the annual premium is $4300. And here's the
kicker, the maximum payout is $5000. So that is a very, very high
price. But one of the reasons the price is so high is because the
people who are insuring their 12-year-old bulldogs are the people who
know not only that Rover is going to about to need a lot of medical
care, but that they're the type of owner who if Rover does need that
medical care are not going to give him some pain relief and sadly say
goodbye, they're going to do the high tech invasive surgery on their
12-year-old dog. And so one of the reasons insurance looks so bad and
gets such a bad rap is because it often is high priced and also
limited in all kinds of annoying ways with waiting periods and
deductibles. But that's there precisely because of the selection
problem. It's the insurers trying to figure out how they can insure
this risk that is so adversely selected."
