Dear LincolnTalk,
As part of the streamlining of the Annual Town Meeting (ATM) process, the Water 
Commission is pleased to share with you a recording of our recent presentation 
to the Finance Committee.  This presentation covers the main highlights of the 
past year, the FY2024 operating budget, our ATM ask for funding approval of 
capital projects for FY2024 (paid for by water users as we are an Enterprise 
Fund and must self-fund), as well as some short- and long-term strategic 
challenges facing our department, and most departments in the state and nation. 
 This recorded presentation is an "extended play" version of what we will 
present at ATM.
To clarify, although as an Enterprise Fund we do not need to follow the 
FinCom's guidance of a 2.5% increase in our operating budget, we try to when it 
is feasible.  We present our operating budget to the FinCom and our capital 
budget to the CapCom in advance of the ATM as an important opportunity for 
transparency, constructive feedback and oversight.  This year, thanks in part 
to generous ARPA funding the Lincoln Water Department received by vote of the 
Selects two years running, we are proposing a 2.5% increase in our FY2024 
operating budget and a relatively modest request for FY2024 capital funding.
