yes. everything needed to create them is publicly available. there is no 'user guide' or 'step by step' instructions but, it shouldn't be too hard to reproduce by looking at: 1. The Jenkins build job that created this image: https://git.linaro.org/ci/job/configs.git/blob/HEAD:/debian-armhf-rootfs.yaml 2.
