The android team has also seen the same issue. We are using the latest one
from:
http://android.git.linaro.org/gitweb?p=tools/repo.git;a=blob_plain;f=repo;hb=refs/heads/stable
same as:
http://commondatastorage.googleapis.com/git-repo-downloads/repo
