A little bird told me...

   For just booting cluster 0 use :
   -C coretile.dualclustersystemconfigurationblock.CFG_ACTIVECLUSTER=0x1

   To make both clusters boot for running MP use :
   -C coretile.dualclustersystemconfigurationblock.CFG_ACTIVECLUSTER=0x3

Linaro's boot-wrapper is also going to need updating based on...

Would be good if there was a way of detecting the presence of the CCI at
runtime so we can have a single bootwrapper for all models.
