Good questions. We should tag and formalise the release process for pm-qa.

Hongbo: Can you clone the Powerdebug maintainer process[1] to create
one for PM-QA as well? We won't need the release and pristine-tar
branches for pm-qa though, nor do we need a specific Ubuntu release
process since pm-qa is to be used directly from a git tag.
