We have depoyed per build EULA handling on http://snapshots.linaro.org
as a part of downloads click through license protection. Now only 
"origen" and "snowball" builds that has binary blobs inside are
protected by EULA and at the same time all other builds are open source
and don't require license acceptance.
To protect files in specific directory, the EULA.txt should be placed in
that directory. Otherwise OPEN-EULA.txt should be there. These files
triggers displaying license page based on build name and after accepting
license downloading begins. If there are none of them the user get
"Forbidden" page. Appropriate EULA is added automatically by the build
system.
