quite. You can get a debian-based distro down to about 56MB uncompressed: http://www.emdebian.org/grip/index.html (using the grip bloat-removal tools), or 90Mb without (corresponds to 'nano'). To go smaller you need to scrap the upgradable-in-place aspect. In the past we made emdebian crush which around 20Mb, using a busybox base and a great deal of package modification. So it is possible to make a debian-based image this small, but it is not a sustainable thing without changes in Debian/Ubuntu to support a busybox base. Nobody is really working on this because there are so many other ways to achieve an image of this size which, frankly, make more sense.
