The report says this bug 894502 is fixed "No Ethernet Communication Manager on ICS." I can't find any Android commits to fix this (I may have missed them), and the bug isn't marked as fixed in Launchpad. There was a workaround posted to the bug for bringing up ethernet to get ADB working.
