If it's not confidential, you can put it up as a release download file on Launchpad, rather than in a PPA, which avoids the whole deb-building thing. (There might be a thing for private downloads but I don't recall off hand.) There are simpler places to just share a file, but if this is a source tarball release or snapshot that might be an appropriate place.
