The patches are now on git.linaro.org and there is a branch on the manifest
for the toolchain work.

The new branch on the manifest is called "dev_toolchain_preview".

Use  repo init git://git.linaro.org/android/platform/manifests.git -b
dev_toolchain_preview to fetch the code.
