One way, although probably not the best way, is to simply
specify the bar type with the \bar directive:
\version "2.19.3"
\new Staff {
c'1
\bar "||"
\repeat volta 2 { c'1 c'1 }
\bar "||"
}
I don't know how to make this work in all cases, however. Remove
the first bar, for example, and this method breaks.
