Your use of the word "debugging" does not even make sense. "debugging LilyPond's layout decisions" implies that you find a bug in the way LilyPond makes its layout decisions and fix this way. But the principal purpose of what you call "Debug" mode is _not_ to find and remove bugs in LilyPond itself, but rather to help with adjusting the parameters of LilyPond source files. "De-bug" means removing bugs. Now you can, of course, call the Frescobaldi menus any name you like.
