Sure, but I don't see that this prevents you from making a permissive licensing choice for parts of your program where this is appropriate -- I imagine the GNU project would appreciate the importance of code copyleft not accidentally overreaching to users' compositions. If you're restricted to GNU licenses, the GNU All-Permissive license might be an appropriate choice.
