No.

Rereading Jakub's initial mail, I think he confused dotted with dashed.

In 2.16.0 ":" was used for the _dotted-bar_ _and_ for the colon in a
repeat-bar-line.
The dotted-bar is now assigned with ";"
The dashed-bar with "!"
In 2.17.5 ":" is assigned to the colon of a repeat-bar-line, only.
