I suspect people really want the form that applies to all octaves

  { \set Staff.keySignature = #`((3 . ,SHARP) (4 . ,SHARP))
    b1 \clef bass \break b1 }

but start first trying the exact syntax in the example in the manual, 
before interpreting the text around that example to get what they want.
