The werner icking music archive recently merged itself into IMSLP (see http://icking-music-archive.org/IMSLP/IMSLP.php.) Doing the same for mutopia would be difficult since they each have different goals. For instance IMSLP only accepts pdfs (except for recordings) and doesn't allow source files (sibelius, finale, lilypond, etc.). Mutopia is a lilypond only repository and having the source is valuable (though I have heard of people on IMSLP embedding the source as an attachment withing the PDF which isn't a bad solution). When mutopia scores end up on IMSLP they usually have a link back to mutopia anyway (though the scores are often out of date with mutopia's version). Mutopia has had some problems with a lack of time lately and I'm not sure the status at this point.
