The easiest method is to define the markup first, then insert it into
the verbose list:

flatSeven = \markup { \concat { \flat 7 } }

\markup {
  \override #'(fret-diagram-details . ((finger-code . in-dot)))
  \fret-diagram-verbose #`((place-fret 4 4 ,flatSeven))
}
