While I'd love to see LilyPond being able to do that, i don't think we are ready to start such a project as a part of LilyPond. Importing music from pdf is a compplicated process and i suppose it would take much effort to create a working solution, effort that i'd prefer being spent on LilyPond itself. However, there are some programs that can do this and can save files to musicxml, which can be imported into LilyPond.
