May be a trill judging from the commentary in the "Ornaments" article in Grove's and the chart at the end of the article. But in that source and in "The New Harvard Dictionary of Music," these paired lines are described as an English ornament (and in Grove's, Dutch and northern German) from the late 16th and early 17th century and found in keyboard music.
