between-system-padding specifies "The minimum amount of white space that will always be present between the bottom-most symbol of one system, and the top-most of the next system" (see <http://lilypond.org/doc/v2.12/Documentation/user/lilypond/Page-formatting#Vertical-dimensions>). AFAIK, if no explicit unit (like \cm, \mm) is given, the number corresponds to staff spaces, i.e. the gap between two lines of the same (standard/global-size) staff.
