originally I was going to report this on 2.13.9 and 2.13.8 (I think), but I see that it does the same thing for me on windows 7 for 2.12.3 when I run the uninstaller app (I haven't tried uninstalling from control panel - I have to wait for it to uninstall first to reinstall it 8 ) )
