Of course, since \tieUp is a shorthand for \override Tie #'direction = #UP, whereas you need \override RepeatTie #'direction = #UP to affect the \repeatTie. (\voiceTwo sets the direction property of both Tie and RepeatTie as well as on lots of other objects).
